  1. On 1 May 1992, in Guimaraes (Portugal), the High Contracting Parties to the 
  2. Treaty on European Union adopted the following Declaration:

  5. DECLARATION OF THE HIGH CONTRACTING PARTIES TO THE TREATY ON EUROPEAN UNION

  7. The High Contracting Parties to the Treaty on European Union signed at 
  8. Maastricht on the seventh day of February 1992,
  9. Having considereed the terms of Protocol No 17 to the said Treaty on 
  10. European Union which is annexed to that Treaty and to the Treaties 
  11. establishing the European Communities,
  12. Hereby give the following legal interpretation:

  14. That it was and is their intention that the Protocol shall not limit freedom 
  15. to travel between Member States or, in accordance with conditions which may 
  16. be laid down, in conformity with Community law, by Irish legislation, to 
  17. obtain or make available in Ireland information relating to services 
  18. lawfully available in Member States.

  20. At the same time the High Contracting Parties solemly declare that, in the 
  21. event of a future constitutional amendment in Ireland which concerns the 
  22. subject matter of Article 40.3.3. of the Constitution of Ireland and which 
  23. does not conflict with the intention of the High Contracting Parties 
  24. hereinbefore expressed, they will, following the entry into force of the 
  25. Treaty on European Union, be favourably disposed to amending the said 
  26. Protocol so as to extend its application to such constitutional amendment if 
  27. Ireland so requests.
